Violation Ledger — All policy breaches and security incidents are logged in the Violation Ledger with timestamps, actors, and impact assessments.

Sanctions — Possible sanctions include temporary or permanent revocation of access, module quarantine, public notification, and legal escalation where warranted.

Decision Process — Sanction decisions are made by Audit Core in coordination with Custodian Core; severe cases may trigger a multi‑party review including Diplomatic and Architect Cores.

Periodic Review — The Charter and governance processes are reviewed at regular intervals and after major incidents. Reviews include technical, ethical, and diplomatic stakeholders.

Living Document — This Charter is a living instrument. Amendments follow the same CTC audit and approval processes as other critical changes.

Public Accountability — Summaries of governance activities, audit outcomes, and non‑sensitive updates are published to maintain public trust and enable external scrutiny.

9 Final Provisions

This Charter operationalizes the 3L values into governance practice. It ensures that CORE AI evolves responsibly, remains auditable, and serves partners transparently. Implementation details, operational playbooks, and role‑specific procedures are maintained in companion documents and the Governance Registry.

Registry of Governance Updates: all amendments, audit reports, and role assignments are recorded and versioned in the official registry.
