🇬🇧 CHAPTER I. GENERAL PROVISIONS

Article 1. Purpose of the Agreement

The present Agreement establishes the legal, organizational and technological framework for cooperation between the Member States of BRICS / EAEU in the field of implementation, protection and development of the scientific and technological system of strategic modelling “3L LEXECONOMICS BFi” (hereinafter — the System).

Article 2. Scope of Regulation

This Agreement regulates:

joint activities of the Member States aimed at supporting the System;

protection of scientific, technological and intellectual components of the System;

establishment of unified standards for secure access, storage and use of the System;

development of shared infrastructure and competence centers;

coordinated use of the System in national and supranational planning.

Article 3. Definitions

For the purposes of this Agreement:

System — the scientific and technological platform “3L LEXECONOMICS BFi”, including its mathematical core, digital modules, algorithms, digital twins, and the 3L humanitarian framework (Love, Legacy, Light).

Scientific Core — algorithms, models, formulas, and methodologies constituting the intellectual foundation of the System.

Developer — the holder(s) of unique knowledge required for the functioning and development of the System.

Competence Center — an authorized institution responsible for implementation, training, and methodological support.

Unauthorized Access — any access to the System not permitted under the established procedures.

🇬🇧 CHAPTER II. STATUS OF THE SYSTEM

Article 4. Recognition of Strategic Significance

The Member States recognize the System as a scientific and technological development of strategic importance for sustainable development, economic stability, and long‑term planning.

The System is considered a protected intellectual asset within the jurisdiction of each Member State.

Article 5. Legal Protection

The Scientific Core of the System shall be classified as restricted information.

Member States shall ensure legal protection against unauthorized access, copying, modification, or transfer.

🇬🇧 CHAPTER III. COOPERATION BETWEEN MEMBER STATES

Article 6. Forms of Cooperation

Cooperation shall include:

joint research and development;

exchange of aggregated modelling results;

establishment of joint competence centers;

coordinated training programs;

harmonization of legal and technical standards.

Article 7. Infrastructure Development

Member States shall create secure digital infrastructure for hosting and operating the System.

Infrastructure must comply with unified cybersecurity standards adopted under this Agreement.

🇬🇧 CHAPTER IV. SECURITY AND PROTECTION

Article 8. Information Security

Member States shall implement certified means of cryptographic protection.

Access to the System shall be granted only through multi‑level authorization mechanisms.

All operations with the System shall be logged and subject to audit.

Article 9. Protection of Developers

Developers shall be provided with legal and organizational protection.

Member States shall ensure conditions preventing coercion, unauthorized influence, or extraction of knowledge.

🇬🇧 CHAPTER V. IMPLEMENTATION AND USE

Article 10. Use in National Planning

The System may be used by Member States for:

national development strategies;

macroeconomic forecasting;

sectoral and regional planning;

evaluation of investment programs;

modelling of long‑term sustainability scenarios.

Article 11. International Projects

The System may be applied in joint BRICS / EAEU programs.

Transfer of components to third countries requires collective approval of the Member States.
