With these two countries negotiating, there are a few facts that I think that we must hold in mind. The first is that both the United States and China are great powers, but neither country is capable of dictating terms to the other. Both countries are peers, and if there is going to be any coordination between the two countries, it will need to be mutually beneficial for it to be saleable, and I do believe that there are areas where that is possible.
