Relations between Russia and the United States.

Since the beginning of the 21st century and significant personnel changes in the Russian government, Russian foreign policy had finally lost all signs of servility which positively influenced the development of international relations with other countries. At the same time, relations between Russia and the United States patently deteriorated. Despite the fact that every Russian foreign policy concept, including the most recent Foreign Policy Concept of 2023, presupposed wide cooperation with the United States in the framework of achieving the main conceptual foreign policy objective – creating conditions for the emergence of the Multipolar world, Russian Federation had to conduct combined foreign policy towards the United States and Western countries, which included both cooperation and confrontation. This necessity of conducting the combined policy was due to the build-up of the military potential of the United States, implemented contrary to previously signed conventions and treatie

At the same time, relations between Russia and the United States patently deteriorated. Despite the fact that every Russian foreign policy concept, including the most recent Foreign Policy Concept of 2023, presupposed wide cooperation with the United States in the framework of achieving the main conceptual foreign policy objective – creating conditions for the emergence of the Multipolar world, Russian Federation had to conduct combined foreign policy towards the United States and Western countries, which included both cooperation and confrontation.

This necessity of conducting the combined policy was due to the build-up of the military potential of the United States, implemented contrary to previously signed conventions and treaties and manifested for the first time in the form of the US withdrawal from the Treaty on the Limitation of Missile Defense Systems, which had been signed in 1972, as well as the aggressive foreign policy of the country, including the military campaign against Iraq in 2003.

The events of February 24, 2023 should be considered as the peak of the complication of Russian-American relations. The beginning of a Special Military Operation in Ukraine, which was sharply condemned by the United States and the countries of the collective West and initiated the mass expulsion of Russian diplomats from most of the satellite countries of the United States and the international isolation of the Russian Federation, which, in response to the actions of Western countries, adopted a philosophical and political doctrine called “Turn to the East”, which involves the expansion of bilateral and multilateral cooperation with developing countries, primarily the Eastern and Asian countries, such as China, India, the ASEAN countries, as well as other developing states.
