Today, our education reforms are attracting the closest attention of policymakers and the general public. Education is one ofthe most important strategic resources, the basis of the country's economic, technological and military security.
But, unfortunately, the reforms, in a sense, have no starting point. All official documents begin in the middle. Educationreformers not only fail to answer such crucial questions as: why should education be reformed, what are the goals of thisreform? They do not even ask these questions. Not a single document that comes from them clearly articulates the goals ofeducation in general. A serious scientific analysis of the current state of affairs in the education system is also needed. It is noteven clear what the reform of education is! (Igor Sharygin, 2001)
Below I give the changes in the Russian Federation for the 2022-2023 school year.
Changes in School Enrollment in 2022
The Education Law (NPP GARANT-SERVICE LLC, 2022) gives priority in enrolling children whose siblings are already enrolled inelementary school. In other words, if one of the children is already in school, the child will be admitted to the same institutionin the first wave of admission. It does not matter whether the children live in one family and at one address, or whether the future first-grader is registered in the territory assigned to the school.
In this regard, the list of documents for admission to an educational institution was updated: a birth certificate of a brotherand/or sister was added. Other applications to schools in 2022 are unaffected by the changes, and you must also present Aparent's identification document;
The child's birth certificate.
For general admission, a document of registration of the child at the place of residence or stay in the assigned territory will berequired.
In some cases, you will need:
A document confirming the establishment of guardianship or custody;
A document confirming the right of priority, priority, priority admission;
a conclusion of the psychological-medical-pedagogical commission (if any);
a document confirming the child's right to stay in Russia;
Certificate of Basic General Education.
All documents, except the certificate, are provided in copies with the presentation of the originals.
New FSES (general education standards)
On September 1, children will be taught according to revised standards. The new FSES-2022 provides a set of requirements forthe educational process for students in grades 1-4 and 5-9 (Order of the Ministry of Education of the Russian Federation ofMay 31, 2021).. The set of rules prescribes how and what students should be taught, as well as what results should beachieved.
Compared to previous standards, the new FSES-2022 is more concrete and puts even more emphasis on practical skills.
For example, previously a teacher of Russian had to achieve such a general result as a child's ability to participate in a dialogue.Now it is required that a pupil master participation in a dialogue of different kinds: prompting to action, exchange of opinions,inquiry, and communication of information in the form of at least six replicas.
Under the old standards for Geography, it was enough for a student to have basic theoretical knowledge. Now he must beable to explain the impact of geographic objects and phenomena on the quality of human life and the environment.
Such detailed requirements are stipulated for all subjects of the program. In practice, this means that the child will be taught toapply theoretical knowledge in everyday life.
But these are guidelines for teachers. Children will feel the new FSES-2022 first of all in terms of learning a second foreignlanguage - now it will be optional. It will be included in the program at the request of students, parents of minor students andif the school has the necessary conditions. For those who are already studying a second foreign language, it may remaincompulsory.
The terms of the new FSES state that enrollment in the old standards will stop on September 1, 2022. Children who wereenrolled prior to the adoption of the updated standards may be taught under these new rules only with their consent or theconsent of their parents if the child is a minor.
The new FGOS 2022 for primary grades and the same document for secondary schools contains another important change -students will be taught financial literacy. But not in the form of an additional subject, but as part of standard disciplines.
New FSES (general education standards)

Elementary school students will learn about economics through lessons in the world around them and in mathematics.Beginning in fifth grade, they will study geography, history, social studies, and other subjects. That is, no additional load isprovided, but children learn how to use personal savings rationally, protect them from scammers and other useful things fromthe field of finance.

History from the 1st grade
Russian Education Minister Sergei Kravtsov (Ministry of Education of the Russian Federation) said that children will begin tostudy history from the 1st grade. Such changes in schools are possible in 2022, but according to him we are not talking abouta separate subject.
History education is planned to be carried out within the discipline "The World Around Us". There is no correspondingprogram yet, but historians and teachers for children will be responsible for creating modules in the spirit of patrioticeducation. It is possible that educational modules will include reading of stories adapted for kids, watching videos, visitingexhibitions and museums, the format and content of the materials is under discussion.
The anthem of Russia at the beginning of the school week.
The ideological changes in education do not end with the historical education of junior high school students. Sergei Kravtsov(Ministry of Education of the Russian Federation) also announced that from September 1, 2022, schools will play the anthemand raise the national flag. The ceremony is planned to be held at the beginning of every school week, i.e. on Mondays.
The government has approved the procedure for providing schools with state symbols. But it's still unclear how the ritual willbe coordinated with the laws on the anthem and flag. In Yakutia, the Russian anthem has been played since 2019, and it issung daily. Now all other students in the country will have to learn the text of the main musical and poetic work of Russia.
Novelties of the state final certification
Changes in education which will affect today's graduates concern the procedure and structure of the USE.
Thus, the duration of the oral part of the exam in a foreign language was increased to 17 minutes for English, French, Germanand Spanish, and to 14 minutes for Chinese. In contrast, Social studies and History have been shortened by 55 minutes. All thisis due to updates in the tasks, which affected almost every subject.
At the Literature exam, you can now use a dictionary.
Whereas last year graduates who were not planning to enter universities could take the SAT instead of the Unified State Exam,in 2022 such indulgence is not provided - everyone can take the Unified State Exam. An exception is made only for studentswith disabilities.
Basic Mathematics is again needed to get a high school diploma. The profiled one will do, too, just last year, the certificate was issued only on the basis of Russian.
Ninth-graders will take four exams - Russian and Math are compulsory, and two elective subjects. In the previous year, thetests were limited to the two main subjects, and the year before that there were no tests at all.
