Мы привыкли переводить это слово в качестве прямого эквивалента глагола "подчеркивать" (обычно после emphasize в таких случаях идет that). Но ведь у него есть и другой смысл — "отдать предпочтение", "поставить в приоритет", "уделять особое внимание".
И в этом значении оно часто употребляется в аутентичных текстах, но редко в русско-английских переводах.
Полагаю это связано с тем, что все фразы где, каким-то образом прикручен ПРИОРИТЕТ/ВНИМАНИЕ, по интуиции переводятся через priority/attention и иже с ним.
Ну по крайней мере, я точно этим грешу.
Пора исправляться.
