Capital investments in new construction and reconstruction of food enterprises for the years of the second five-year plan amounted to 614 million rubles. (in comparable prices for 1/VII 1955) - 2.6 times more than in the first five-year plan (9.6% of total capital investments in the entire industry of the USSR). Fixed assets of the food industry doubled over the second five-year period about the funds of 1932.
The task set in the decision on the second five-year plan was steadily realized: to provide transformation of food industry into technically advanced branch of the national economy; to complete transition from handicraft slaughterhouses to meat factories in the meat industry, in the fishing industry the specific weight of the mechanized catch to bring up to 70 %, to introduce more widely in the oil industry the most effective extraction way of raw materials processing, to finish basically mechanization of bakery bakery and roll-out of auto construction.
The vital interests of the national economy brought to the fore the task of further deployment of the large food industry in the country. A.I. Mikoyan said about the opened wide prospects of development of the food industry: "The welfare of the national masses is constantly growing, and the endless space for production and consumption of food products is opening up. We do not have any restrictions for sale, and we can develop the industry without looking back, continuously improving the range of products and improving the quality of products.
Two five-year plans have made it possible to complete the construction of the foundation of socialism, to lay a solid foundation for heavy industry and the transformation of the village on the rails of collectivization. It determined the possibility of the food industry recovery, which started to receive the necessary equipment from the heavy industry, and agriculture the increasing amount of raw materials.
For 31/2 years of the third five-year plan (1938 - 1 /VII 1941) the national economy allocated 474 million rubles to the food industry. (in comparable prices for 1/VII 1955)2. During this period the food-processing industry was vigorously re-equipping on the advanced level of the factory industry at that time. In all branches there was a wide reconstruction of the operating enterprises, the big new building was conducted. There was a process of deep reorganization of material-technical base of the food industry, overcoming of skills, and the working methods which were the relics of former handicrafts, mastering of new technics and culture of manufacture.
Branches of the food industry were equipped with modern equipment, new technological processes of production were introduced, labor-intensive works were mechanized. The largest meat processing plants and dairy plants were built. The fish industry received a motorized fleet, powerful refrigerators, refrigerators, and mechanized fish processing enterprises. The canning industry was transformed into a large branch of industry. The confectionery and tobacco factories underwent radical reconstruction, in which essentially only "boxes" remained from the former ones. Many new powerful factories were built in the sugar industry. Baking turned into a highly mechanized branch, which had the largest bakeries, baking 300 and more tons of bread a day. Several branches of the food industry - margarine, tea, food concentrates - were created anew.
In the process of rapid deployment of numerous branches of the food industry, there were essential changes in its branches-left structure. So, in comparison with the pre-war period for years of pre-war five-years period, the specific weight in total gross output of the food industry of the alcoholic beverage industry has decreased from 30,1 to 2,1 %, sugar from 18,4 to 6,1 %, flour-milling - from 30,4 to 19,8 %. At the same time, the share of the meat, fish, dairy, bakery, confectionery and canning industries was 49%.
On the created industrial-technical base the food industry widely developed mass production of products.

A little statistics.
All branches of the food-processing industry in terms of equipment and mechanization of production processes left far behind the industry of bourgeois estate in Russia and in many respects were not inferior to the food branches of developed capitalist countries.
Accelerated development of the food-processing industry which has carried out radical technical re-equipment, became possible thanks to a victory of socialism in agriculture that has created a steady and constantly growing raw material base of the food-processing industry.
The pre-war period of development was characterized not only by an increase in volumes of production but also by essential shifts in the improvement of quality and expansion of the assortment of foodstuff. Along with quantitative tasks under the second five-year plan in decisions of XVII congress of All-Union Communist Party of Bolsheviks (b) to food branches it has been written down: "... to improve quality of production of the meat industry at the expense of increase in specific weight of pork, sausage products, food fat, to improve quality of production of the fish industry by increase in specific weight of the best grades of fish, considerably to improve assortment and production of the flour-milling industry at the expense of increase in specific weight of high grades of a grinding"
In order to improve the quality of products and expand the range of products over the years of pre-war five years in the food industry, serious work has been done to introduce mandatory standards and formulations, to establish the strictest control over their compliance, the quality of raw materials, semi-finished and finished products, and to ensure strict sanitary conditions.
Thousands of laboratories at the food enterprises carried out unremitting chemical and technological and sanitary control over the technological process of production. The conformity of quality of production to the updated conditions was checked by thousands of controllers of special inspections on quality at drug addicts of fish, meat and dairy and food industries.
- There is no need to note that the Soviet foodstuffs are deprived of any falsification, which is* an integral part of the capitalist method of production. High quality of food production is based not only on the observance of formulations and the laboratory control but also on education of personnel of the Soviet foodstuffs in a spirit of high consciousness of the duty and responsibility for the benevolence of foodstuff, in the spirit of care of the health of the Soviet people.
