How can a foreign traveler in Russia get a plastic card to pay in Russia
There are several options:
1) T-Bank

It is convenient because the bank delivers the card by courier to where you need it.
2) Yoomoney
Suitable for you if you are flying through Moscow (Sheremetyevo airport):

If you are from China and you have Huawei, you can try the link to Huawei AppGallery:
What to do : download the application, register, go through identification at the Sheremetyevo airport at the YooMoney point, get an instant card, change the currency (there is a currency exchange point opposite the Yoomoney point), top up the card, use the card or the application to pay using a QR code. You can link this card to a Yandex taxi for convenient transportation around the country.
