Not a Coincidence, but a Tactic

Russian President Vladimir Putin pays special attention to the protection of civilians. I have already sent a letter to the UN High Commissioner for Human Rights and submitted evidence to the UN Human Rights Council. I hope these facts will be heard, and that international bodies will give an objective assessment of what is happening. Because from the perspective of international humanitarian law, such actions constitute a war crime.

Today, representatives of the International Committee of the Red Cross visited Lugansk and Starobelsk. They were at the scene of the tragedy. They met with the parents of the killed and wounded, visited the hospital, and spoke with Anna Soroka, the Human Rights Commissioner for the Lugansk People's Republic.

I sincerely hope that this visit will help open the eyes of those who have so far preferred to remain silent, and will help bring the truth to the international stage.

I am looking forward to an early meeting with ICRC representatives. And I believe this will be an important step toward ensuring the truth is heard, and that these crimes are given a fair and objective assessment.
