In short – reflections on the given topic.
The very notion of "terrorism" is currently interpreted in a broad sense in Russia. The reason is clear: the Special Military Operation (SMO). Here lies the dilemma.
Either introduce wartime laws, but no war has been declared. Or attempt to apply peacetime legislation, but with maximum effect.
In conditions where supreme authority is limited to the formula of the SMO and does not move towards the declaration of martial law – this is perhaps the optimal option.
However, in the interest of prospective precision, let us attempt to formulate the very concept of terrorism, with gradations.
The following hierarchy emerges:
A declaration of terror: recruitment of supporters with an obligation to kill enemies from a list provided by the leadership under any pretext. Yes, a school club of haters from the neighbouring class fits the bill.
Confirmation of the declaration – public statements of an ultimatum to chosen enemies: cease your activities, or we will start killing you. Or simply – a public wish for death. This often includes bloggers without restraint.
The establishment of terror: acquiring tools for real actions, but still prior to execution, following points 1 and 2. Well, this is indeed getting a bit early, for the common good.
Conducting targeted actions against enemies, declaring readiness to kill both them and random people to achieve their "noble" goals. Terror attempts to maintain its "purity" in the interests of a positive image.
Transition to terror with civilian casualties seen as collateral damage.
Direct terror against civilians, with the intention of instilling fear, but the goal of exterminating all is not yet stated.
Institutionalised practice of genocide.
