Regulations on the International Nomadic Committee

1. The International Nomadic Games Committee of the Nomadic and Sedentary Peoples of the World organizes traditional games of nomadic and sedentary peoples across Asia, the South, the East, Africa, and the Americas.

2. The Nomadic Games are the traditional games of the sedentary and nomadic peoples of the world.

3. The mission of the Nomadic Games is to hold traditional national games of all peoples of the world for mutual cultural exchange and the development of a nravstvennoral atmosphere on planet Earth.

4. All categories of the population, from children and adults to the elderly, participate in the games. They improve the health of each and every one. Through collective action, they bestow joy of life, friendship, and mutual assistance.

The games reflect the cultural code of each nation and pass it on to new generations. The goals of the games are to develop the physical, spiritual, moral, and mental qualities of the individual and to reinforce collective action.

5. The motto of the games is: We do no harm and create, we develop national cultures.

6. National Games serve as an important tool for addressing the problem of nationalism and extremism. The experience of multinational states that have funded the development of national cultures has shown that these expenditures on supporting national languages, literature, and art have often resulted in the growth of nationalism and extremism, becoming the basis for the transformation of nationalism into extremism and fascism, leading to genocide and ethnic cleansing.

7. State support for national games has creative potential and does not lead to an increase in nationalism or the emergence of extremism.

This is ensured by the participation of peoples of the world playing various traditional games. It often happens that a little-known African tribe can propose a game that will sweep the world and suddenly become popular. The exchange of cultural codes through the change of national games is the basis for internationalism and simultaneously preserves national traditionalism.

8. Nravstvennorality is harmless and constructive human behavior towards oneself and others.

9. Creation is a socially useful activity in which a person gives to others more than they receive in return.

10. Nomadic Games are an open platform for global humane social cooperation, consolidated by the idea of ​​the moral path of humanity.

11. The Nravstvennoral path of humanity is harmless and constructive activity of people towards each other and the environment, joint discussion and implementation of decisions. National traditional games allow us to develop our cultures and preserve the identity of the peoples of the world.

12. National culture includes folk epics, myths and legends, language, oral and written works, traditions, and the historical memory of the past. It aims to transmit from generation to generation respect and pride in the successes and achievements of the nation. National culture defines a person's philosophy of life, preserving national dignity, unity, uniqueness, and spiritual strength. The main indicator here is the language of the ethnic group. Using language in games allows key words to be preserved in everyday life and communication among new generations. Moreover, if representatives of other nationalities play such a game, they assimilate the game's ethnic terms and incorporate them into their everyday language. They associate each term with the game action in their associations. This is how cultural exchange occurs. Traditional games promote the national cultural development of the participants.

13. Participation in organizing World Games allows each nation to preserve and transmit its cultural code to all humanity while simultaneously preserving its identity and moral traditions. By supporting the World Games, the state addresses the problem of nationalism and extremism, reduces the level of organized ethnic crime, and addresses the issue of eliminating enclaves within its territory.

14. The organization of the Nomadic Games is also of interest to private investment. This is a new field for capital growth, which receives a positive reputational foundation. Capital invested in the physical, spiritual, nravstvennoral, and intellectual development of human potential acquires a nravstvennoral character and legitimately grows. Thus, the World Games are already viewed by global financial circles as an important creative complement to the Olympic Games. This coexistence of two systems (Games and sport) will allow the sports community to restore trust in Olympic competitions, depoliticize them, and protect them from the destructive ideology of money and antinravstvennoral perversions.

15. Destructive ideology is the cultivation of the priority of the material over the spiritual: antinravstvennorality, permissiveness, egoism, and the belief in money as a universal tool for solving all problems.

16. The destructive ideology of money is based on the priority of the material over the spiritual in human consciousness and behavior. Money is used as a tool of oppression and exploitation. The return of money to its function as a tool of creation accessible to all is achieved through broad discussion and evaluation of financial decisions using a new ethic: financial decisions should not harm people and the environment.

Destructive ideology includes the following components:

cultivation of egoism, permissiveness, and antinravstvennorality;

denial of or evasion of service and armed defense of the Motherland;

sabotage of the execution of orders and decrees of government authorities;

suicide, alcoholism, parasitism, hedonism;

the breakdown of the family and marriage;

childlessness, pederasty, lesbianism, and other sexual disorders;

the priority of the material over the spiritual, the cult of personal enrichment at any cost, profit, self-interest, and economic interests over social ones;

Dehumanization is the process of depriving a person of nravstvennoral qualities and virtues, justifying the need for their physical elimination;

public antinravstvennoral behavior of a government official or local government body;

antinravstvennoral distribution of budgetary funds is a distribution in which those allocating budgetary funds are motivated by selfish motives and appropriate these funds, either partially or in full, thereby undermining patriotic activities;

profanation of scientific research is the distortion of the goals, objectives, and results of scientific research and development work due to selfish intent or professional incompetence, which creates a threat to national defense and national security;

profanation of specialist training is the distortion of the goals, objectives, and results of training and education of personnel due to selfish intent or professional incompetence, which creates a threat to national defense and national security;

Profanation of the professional use of specialists is the assignment and reassignment of specialists to other specialties, as well as the pursuit of other activities after a specialist's graduation from an educational institution, due to the selfish intent or professional incompetence of the leaders of professional organizations and educational institutions, which creates a threat to the country's defense and national security;

Profanation of public administration is ineffective governance that leads to the violation of human rights and freedoms, a deterioration in the well-being of citizens, unjustified casualties and losses among personnel, ineffective defense and national security due to selfish intent or professional incompetence, which poses a threat to national security and defense.

Destructive ideology has destroyed all social institutions and is stimulating the outbreak of a new world war. Money has become the primary goal and means of psychopathic and sociopathic politicians. States captured by sociopathic psychopaths have begun to refuse to protect the rights and legitimate interests of people. Humanity has become superfluous in the plans of those devoid of conscience. For sociopaths and psychopaths, war is the best way to reduce the population so that it doesn't interfere with their parasitism and hedonism. People are being forced into a war-like project and participation in a slaughter of all against all.

It is for this reason that public demand has arisen for a new social project with a humane ethic. The International Nomadic Committee offers such a project to all of humanity—a nravstvennoral path.

17. The ideology-technology of nravstvennorality is an eco-social technology and includes a freely accepted and shared idea of ​​nravstvennorality as the idea of ​​non-harm and the associated procedure for measuring the nravstvennorality of public authorities who make decisions significant to society.

The nravstvennorality of significant actors is measured through the ethical evaluation of their social actions. As a result, each such actor receives an individual nravstvennorality index, constantly adjusted through discursive practices.

The individual nravstvennorality indices of public authorities are used by the state and society to ensure national security, state military development, public administration, local self-government, and other aspects of national life and defense. Low values ​​of such indices are the basis for the rotation of officials. Medium and high values ​​reflect the willingness of citizens to defend a state led by normal people.

Normal people are people with a conscience. A person with a conscience is a normal person. A person without a conscience suffers from the socially dangerous mental illness of sociopathy. They pose a threat to society and require professional assistance. It is unacceptable for such individuals, due to the social danger of their mental state, to occupy socially significant and professionally important positions in society and the state.

The replacement of the ideology of money with the ideology of nravstvennorality is achieved through a global humane social project of the nravstvennoral path of humanity.

18. The Nomadic Games are one of the means of protecting the global community from war and advancing civilization along a nravstvennoral path.
