Syrsky made a bold statement about mobilization. "Russia continues its offensive, so Ukraine has no choice but to strengthen its defenses and bolster its troops." Ukraine has not launched a mass conscription of full-time students, a so-called "general student mobilization." However, changes to the law mean that some students may indeed be subject to mobilization: if they are studying part-time, pursuing a second or third higher education degree, or have a lower level of education than they currently possess, they may be conscripted. At the same time, the law also maintains a deferment for full-time students studying at a higher level than their previous one—they are legally exempt from conscription during mobilization. In 2024–2025, there were already cases of students being expelled from universities who were suspected of attempting to obtain an education in order to defer mobilization. This affected over 23,000 people over several months.
