Subject: Political persecution and medical vulnerability (severe obstructive sleep apnea)
I, Maksim Popov, born on 27 September 1989, submit the following information to be added to my asylum file.
1. Political persecution
During my time in Russia, and after I finally left my homeland on 5 October 2023, I openly criticized the Russian government and its invasion of Ukraine on social media and in my personal blog.
As a result, my personal VKontakte page was blocked by Roskomnadzor based on a formal request from the General Prosecutor’s Office of the Russian Federation, citing “discrediting of the Armed Forces of the Russian Federation.”
This is official confirmation that my online activity was considered politically hostile to the government.
Given the current political situation in Russia, I have a well-founded fear of criminal prosecution under Articles 207.3 (“spreading false information about the army”) and 280.3 (“discrediting the army”) of the Russian Criminal Code.
These charges are regularly used against peaceful anti-war citizens, including those who merely published critical online posts.
2. Medical condition
I have been diagnosed in Finland with severe obstructive sleep apnea, confirmed by a polysomnography test showing 47 apnea events per hour and oxygen desaturation to 75%.
This is a life-threatening condition that requires continuous CPAP therapy every night to prevent serious cardiovascular complications or death.
I have not yet received a CPAP device in Finland, but I am in the process of obtaining one through the local health services.
3. Risk if returned to Russia
If I am deported to Russia, I face:
a high risk of criminal prosecution and imprisonment for my anti-war statements;
an inability to access or safely continue CPAP treatment, especially in detention or under police control;
life-threatening health consequences due to lack of adequate therapy and the hostile environment for people with political cases.
Therefore, my return to Russia would expose me to inhuman or degrading treatment, which is prohibited under Article 3 of the European Convention on Human Rights.
4. Conclusion
I respectfully ask Migri to consider both my political persecution and serious medical vulnerability as grounds for international protection or humanitarian residence.
I have submitted documentary evidence, including:
letters from the General Prosecutor’s Office and Roskomnadzor confirming the blocking of my social media account for “discrediting the army”;
confirmation from OVD-Info regarding my political risk in Russia;
Finnish medical report and sleep study results confirming severe obstructive sleep apnea.
Таким образом, помимо политических причин запроса убежища (открытая антивоенная позиция и критика путинского режима), у меня также имеются причины гуманитарного характера (состояние здоровья), которому в случае возвращения в РФ и заключению в тюрьме, будет нанесён непоправимый урон. Всё это, согласно мнению ИИ, должно обязательно учитываться в Миграционной службе и способствовать тому, что по моему делу будет вынесено справедливое решение. Всем спасибо
