Federal State Budgetary Organization "Russian Energy Agency" (hereinafter – REA) by the Ministry of Energy of the Russian Federation is a subordinate structure of the Ministry of Energy of the Russian Federation and contributes to building a dialogue between the state and companies of the fuel and energy complex of the country. REA also assists in the development and implementation of advanced solutions and innovative technologies in the fuel and energy sectors. REA analyzes changes in economic conditions and trends in the development of Russian and global energy, carries out foresight studies and compares the level of technological development of fuel and energy companies, provides methodological support to companies with state participation in the development of innovative development programs, and carries out an independent examination of innovative activities.

Experts of REA regularly conduct research on the environmental and climate agenda, study the impact of climate change on the fuel and energy sector and the environment. REA carries out an assessment of the impact of risks of changes in national and international climate policy on the activities of companies, an assessment of the impact of climate change on companies, as well as an assessment of the carbon footprint, including the calculation of emissions and removals of greenhouse gases. On a regular basis, REA develops recommendations on scenario forecasts of greenhouse gas emissions in the Russian fuel and energy sectors. REA is an accredited body for the validation and verification of greenhouse gases.

On the basis of REA, there is a coordination center for the development of the gas engine fuel market, which monitors and analyzes information on the consumption of methane in transport as motor fuel, the development of gas engine fuel refueling infrastructure, the implementation of state support programs for the development of the gas engine fuel market, including the development of refueling infrastructure and the conversion of existing automotive equipment for use natural gas as a motor fuel.

REA is actively developing international cooperation. REA acts as a coordinator of the energy dialogue within the framework of the UNECE, UNESCAP, BRICS, and actively develops strategic cooperation with ASEAN. The Russian secretariat of the BRICS Energy Research Cooperation Platform was established within REA. The Platform is a flexible cooperation format, with membership open to state bodies of the BRICS countries. Scientific and research organizations, experts, companies and associations from BRICS are invited to participate in the Platform`s activities.

For the past four years, the BRICS Energy Research Cooperation Platform (hereafter referred to as ERCP) has achieved significant results. 9 reports have been published, including the flagship BRICS Energy Report, as well as reports on technology, energy efficiency, smart grids, renewable energy, energy security and human resource development. Moreover, in 2021, the leaders of the BRICS countries included the ERCP in the list of the most successful cooperation mechanisms created during 15 years of BRICS’ existence.

During Russia`s presidency in 2024 a new ERCP’s study on the BRICS Just Energy Transition has been prepared. The study demonstrated the common vision of the BRICS countries for the energy future and confirmed the unity of views on the key principles of the BRICS energy transition. REA is the official source of industry statistics and has competence in long-term forecasting of the development of the fuel and energy complex. In 2024, REA presented its own scenarios for the development of global energy until 2050. The document proposes three scenarios for the development of the global energy sector: “Business as usual” (BAU), “Net Zero” (NZ) and “Rational Technological Choice” (RTB), which provide for different decarbonization rates.
