ASTANA, July 4 - RIA Novosti. The Istanbul agreements between Russia and Ukraine could serve as the basis for resuming dialogue, said Vladimir Putin at a meeting of the "SCO Plus" in Astana.

"The Istanbul agreements remain on the table and can form the basis for continuing these negotiations," the Russian leader said.

He recalled that the head of the Ukrainian delegation initialled those agreements, so they "fully satisfied Ukraine".

Russia has never refused negotiations and is ready to continue them now, Putin emphasized.

"Ukraine refused negotiations, and did so publicly following direct instructions from London, and therefore there is no doubt about this, and from Washington, about which Ukrainian officials speak directly and openly," he added.
