ASTANA, July 4 - RIA Novosti. The Istanbul agreements between Russia and Ukraine could serve as the basis for resuming dialogue, said Vladimir Putin at a meeting of the "SCO Plus" in Astana.

"The Istanbul agreements remain on the table and can form the basis for continuing these negotiations," the Russian leader said.
