If you have some problems you can go to police department. In Dmitrov police department is located in the center of city.
There are a lot of hospitals in my city, but only one is free. This hospital is located about 700 meters from center of city.
In my city there is a Ministry of Emergency Situations. it's located not far from hospital. Also it includes fire department.
Unfortunately I can't remember about any daungerous areas.
