Twenty years ago, on January 15, 2004, the SCO Secretariat was inaugurated in Beijing, China, attended by Foreign Ministers from member states. The Secretary-General, appointed by the Heads of State Council, leads the Secretariat. On 20-22 February 2024, the Special Working Group on Promoting Investment of the SCO Member States held its eighth meeting in Tehran. The event was chaired by the Republic of Tajikistan and co-chaired by the Islamic Republic of Iran.

The meeting was attended by representatives from the SCO member states’ ministries and agencies responsible for investment cooperation.

The delegation heads reported on the investment climate in their respective countries and measures undertaken to improve it. The participants discussed the prospects for cooperation in the context of implementing the SCO Economic Development Strategy until 2030 and exchanged opinions on how the SCO Multilateral Trade and Economic Cooperation Programme was being carried out in terms of investment cooperation.

The SCO member state delegations visited the Pardis Technology Park, Iran’s Silicon Valley, where they familiarised themselves with Iran’s hi-tech achievements.

On February 24th, the SCO Mission members monitored early elections in Minsk and the surrounding region. The Head of the Mission met with Belarusian Minister of Culture Anatoly Markevich to discuss cultural and humanitarian cooperation within the SCO, particularly focusing on the proposal to host SCO Days of National Cultures in 2024. The Belarusian side emphasized strong cooperation between Belarus and SCO member states. Nurlan Yermekbayev, SCO Deputy Secretary General, assured careful consideration of Belarusian initiatives.

Additionally, Yermekbayev met with CIS Secretary General Sergei Lebedev to discuss mutual cooperation, including with the CSTO, and shared experiences in election observation. Both parties agreed to continue dialogue. The SCO Observer Mission leadership participated in a joint news conference with the Central Election Commission and Ministry of Information, discussing election preparations, campaign innovations, and early voting progress.

A separate discussion was held on the sidelines of the meeting between SCO Deputy Secretary-General Nuran Niyazaliyev and Deputy Chairman of the State Committee for National Security of the Republic of Tajikistan Sharipov, during which they brought up topical issues around the SCO’s current activities.

On 23 February the SCO Observer Mission started its work at the elections to the House of Representatives of the National Assembly and local councils of deputies of the Republic of Belarus, which are scheduled for 25 February.

They discussed the work plan, allocation by precincts, the goals and objectives of the Mission, coordination of work and the principles of its implementation at the first working meeting of the Headquarters chaired by the Head of the Mission, SCO Deputy Secretary General Nurlan Yermekbayev.

The Mission members met with Igor Karpenko, Chairman of the Central Election Commission of the Republic of Belarus, leaders of political parties (Belaya Rus and Liberal Democratic Party of Belarus), representatives of public associations, as well as observers from other organisations.

During the day, the Mission members also visited a number of polling stations in Minsk and monitored early voting.

On the same day, they laid flowers at the obelisk Minsk - Hero-City.

From February 26 to 29, 2024, SCO Secretary-General Zhang Ming participated in a special high-level event between the SCO and the UN Environment Programme (UNEP) in Nairobi, Kenya, at the invitation of Kazakhstan, the current SCO chair. The event, titled "One Planet, One Future: Joining Efforts for Environmental Sustainability," aimed to deepen cooperation between the SCO and UNEP in ecology, environmental protection, and climate change response. More than 30 representatives from SCO member states, along with high-ranking UNEP officials, attended the event. Addressing the opening session of a seminar "Challenges in Military Medicines" being hosted by Pakistan, Mirza highlighted that in the wake of new pandemics and humanitarian crises, the collective preparedness and response strategies by the SCO member states are of vital importance, the statement said.

Strengthening of multilateral collaboration amongst SCO nations especially in the field of military medicines can help address the prevailing healthcare challenges, said the statement released by the Inter-Services Public Relations (ISPR), the Pakistani army's media wing.

Mirza also reiterated his country's commitment to expand cooperation with SCO member states, the statement added.

During the latest meeting of the Council, chaired by Kazakhstan, issues related to the upcoming meetings of the SCO Foreign Ministers Council and the SCO Heads of State Council were discussed. The meeting participants also touched upon questions and put forward suggestions related to enhancing practical cooperation in the political, trade, economic, cultural and humanitarian spheres, within the framework of the SCO’s current activities.

Special focus was placed on further increasing the effectiveness of the SCO, and improving interaction with observer states, SCO dialogue partners, and international associations.

On March 11, the spring project signing ceremony of the "Five New Cities" of SCO Demonstration Zone and the opening ceremony of Ruyi Lake Headquarters Base were successfully held in the project of SCO National Youth Entrepreneurship Centre constructed by CSCEC, which marked the official opening of the SCO National Youth Entrepreneurship Centre.

The project is located in China-SCO Local Economic and Trade Cooperation Demonstration Zone, with a total construction area of 180,000 square metres, which is a key construction project of Qingdao. The main functional modes are Grade A office buildings, serviced flats, administrative service halls, conference centre, planning exhibition hall, finance, business services, supporting businesses and so on.

Adhering to the design concept of "Convergence of SCO City, Focus on Sifang Bottle", the building layout is based on the idea of "Creator Service, Sky Corridor, Urban Framework, Vibrant Neighbourhood, Convergence and Integration" to create a vertical space for convergence of deep-dimensional thoughts of creators and multi-dimensional vertical space, It will be a multi-functional immersive and experiential entrepreneurial centre that integrates the profound ideas of creators, gathers multi-dimensional vertical spaces, builds a core office and business hub, and overflows with passionate urban texture.

The use of public spaces that extend into the workplace blurs the boundary between public and private spaces, enabling a vibrant and colourful urban life experience. Upon completion, the project will serve as the headquarters of SCO International City Ruyi Lake, building a benchmark urban complex in the SCO Demonstration Zone and creating an economic and trade exchange platform for SCO countries. On 18 March 2024, Acting SCO Secretary-General Nurlan Yermekbayev met with Azerbaijani Presidential Foreign Policy Advisor Hikmet Hajiyev at the SCO Secretariat.

The officials exchanged opinions on issues of expanding practical SCO-Azerbaijan cooperation in various fields, including cultural, humanitarian, trade and economic cooperation.

They noted the active involvement of Azerbaijan in various intra-SCO events, including the Year of Tourism 2023, and discussed future plans, especially in the context of the upcoming 2024 UN Climate Change Conference (UNFCCC COP 29) in Baku.

From March 15th to 18th, 2024, the SCO Observer Mission, led by Secretary-General Zhang Ming, monitored the Russian presidential elections. Comprising 19 representatives from election agencies, legislatures, and diplomats from seven SCO member states, they visited polling stations in Moscow and the Vladimir Region, engaging with election officials, citizens, and observers. They also visited campaign headquarters of presidential candidates Vladimir Putin and Vladislav Davankov. Zhang Ming addressed the Electoral Sovereignty and International Standards conference, highlighting the SCO's commitment to the principles of the Shanghai Spirit. He met with Chair of the Central Election Commission of Russia, Ella Pamfilova, expressing gratitude for inviting the mission and receiving substantial support from the SCO. Zhang Ming concluded the mission with a news conference, objectively assessing the elections as meeting legal requirements and international commitments, transparent and democratic. Additionally, he held separate meetings with Russian Foreign Minister Sergei Lavrov, CIS Secretary-General Sergei Lebedev, and Head of the CIS Observer Mission Ilkhom Nematov, discussing CIS priorities, election monitoring cooperation, and SCO-CIS interaction.

The Council of National Coordinators (CNC) is the SCO body responsible for coordinating and managing the Organization's regular activities. It shall make the necessary preparations for the meetings of the Council of Heads of State, the Council of Heads of Government (Prime Ministers) and the Council of Ministers for Foreign Affairs. National focal points are appointed by each Member State in accordance with its internal rules and procedures.

The CNC meets at least three times a year. The Council is presided over by the national coordinator of the Member State of the Organization, on whose territory a regular meeting of the Council of Heads of State will be held, for a period beginning from the date of the conclusion of the last regular meeting of the Council of Heads of State and ending with the date of the regular meeting of the Council of Heads of State. The chair of the CNC, on behalf of the chair of the Council of Ministers for Foreign Affairs, may represent the Organization in external contacts in accordance with the regulations governing the work of the CNC.
