RESOLUTION No. 003
Recognizing the changes on Earth that have been accompanied by numerous daily natural disasters that threaten the existence of future generations on Earth;
Convinced of the need for prompt and effective implementation by the governments and the international community of measures aimed at protecting and improving the environment for the benefit of present and future human generations;
Recognizing that the responsibility for taking measures to protect and improve the environment rests primarily with governments and can be better implemented at the national and regional levels in the first stage;
Recognizing further that environmental issues of international importance fall within the competence of the International Treasury Monetary One;
Taking into account that international cooperation programs in the field of the environment should be implemented with due respect for the sovereign rights of States and in accordance with the principles of international law;
Bearing in mind the sectoral responsibilities of the International Treasury Monetary One and taking into account the lack of sufficient financial assets of Organizations with the goals of improving, preserving, and protecting the environment;
Aware of the importance of regional and subregional cooperation in the field of the environment and the importance of the role of the regional economic commissions and other regional intergovernmental organizations;
Emphasizing that environmental issues constitute a new and important area of international cooperation and that the complexity and interdependence of such issues require new approaches;
Recognizing that relevant international scientific and other professional communities can make an important contribution to international cooperation in the field of the environment;
Aware of the need to implement activities and projects that would effectively assist developing countries in implementing environmental policies and programs that are compatible with development plans and in participating significantly in international environmental programs and projects;
Convinced that effective international cooperation in the field of the environment will require financial and technical resources;
Aware of the urgent need for continuous organizational measures to protect and improve the environment;
Considering all these facts the International Treasury Monetary One, who manage in ownership and on behalf for all affiliated shareholders the nearly entire world gold reserve, both bank on-balance gold and off-balance gold on Earth, introduces the following decisions:
1. To create a financial center for funding of programs, projects and activities for environmental protection. To give the name in Russian «Всемирная Организация Окружающей Среды», in English «World Environment Organization» (hereinafter referred to as the “Organization”).
2. To determine the authorized subvention capital of the World Environment Organization in the amount of 50 (Fifty) Trillion XAU.
3. To create a governing Council composed solely of representatives of States of participating countries, which should meet annually.
4. To form the scientific Council of the World Environment organization (hereinafter referred to as the Council of the Organization) from representatives of scientific institutions that can adequately, taking into account all the challenges of the present and future, develop and promote activities, programs, projects that meet the main goals of the Organization.
5. To form Executive management for international programs, events, projects, and agreements.
6. To create a database of programs, activities, and projects to protect and improve the environment for their financing.
7. To provide funding for programs, projects, and activities from assets transferred by the International Treasury M1, as well as with the involvement of trust funds.
8. The mission of the World Environment Organization will be to develop and finance programs, projects, and activities aimed at protecting the environment, environmental safety, and improving, preserving, and protecting the environment for the life and activities of people and future generations on Earth.
9. Among the main activities of the Organization are:
- introduction of innovative free energy technologies with the transition to alternative environmentally friendly energy sources;
- integrated approach to planning and rational use of land resources;
- transition to the rational use of natural resources with the introduction of new innovative technologies;
- creation of environmentally friendly production facilities using innovative technologies, followed by the closure of environmentally harmful production facilities;
- eradication of poverty, creation in each state of the production of the food base for a complete solution to food addiction;
- protection and promotion of human health, creation of centers of free medical care for the population in all countries of the world;
- atmosphere protection;
- combating deforestation of territories;
- managing vulnerable ecosystems: combating desertification and drought;
- managing vulnerable ecosystems: sustainable mountain development;
- providing leadership and promoting partnership in the field of environmental protection by creating opportunities to improve the quality of life of States and peoples without compromising future generations;
- development and financing of sustainable agriculture and rural development projects;
- preservation of biological diversity;
- environmentally safe use of biotechnology;
- protection of the oceans and all types of seas, including closed and semi-closed seas, coastal areas, their protection, rational use and development of their living resources;
- preservation of the quality of fresh water resources and their supply, application of integrated approaches to water resources development, water management and water use;
- environmentally safe management of the use of toxic chemicals, including prevention of illegal international traffic in toxic and dangerous products;
- environmentally safe disposal of hazardous waste, including prevention of illegal international traffic in toxic and hazardous waste;
- environmentally safe disposal of solid waste and solution of issues related to wastewater treatment;
- safe and environmentally sound disposal of radioactive waste;
- transfer and dissemination of environmentally pure technologies, cooperation and capacity-building for their development;
- financing of basic and applied science for sustainable development;
- promotion of education, public awareness, training and professional development of personnel;
10. To start functioning and establish the work of the Organization, to send invitations to all countries to join the Board of governors. Each country is given one seat on the Board of governors.
11. To identify research institutes and send an invitation to join the scientific Council of the Organization of reputable and trusted scientists.
12. To identify among international and interstate Organizations those Organizations whose activities correspond to the mission of the World Environment Organization. To send invitations to Organizations to join the Board of governors.
13. Control over the implementation of this Resolution No. 003 is entrusted to the Department of special programmes and projects of the International Treasury Monetary One.
This resolution has been passed on this 01-10-2020 and is effective forthwith by signing under witness.
