The Lord is talking about freedom of speech..

The so-called "lawyers", thieves in law, do not commit crimes themselves, but they are the flagships of the criminal world, its ideologues, the guiding force. Therefore, the harm from their activities is incommensurable with the crime of an individual criminal. Literature and cinema are also carriers of criminal ideology, if they glorify lawlessness. Our Criminal Code does not provide for punishment for the bearers of criminal ideology. God teaches us to punish ideologues and propagandists of criminal ideology much more severely than an ordinary criminal. Just as our freedom of action is limited by the law, so should freedom of speech be limited. If the commandment forbids killing, stealing, then propaganda of murder, theft is an even worse crime than the crime itself. Violence, fights, and armed struggle may be allowed in the cinema, but at the same time the very content of the film should foster hatred of violence and love of good deeds, hatred of lawlessness and love of righteousnes
