The Green Card was enacted with the Law No. 3816 dated 18.06.1992 in order to cover the health care expenses of citizens who do not have any social security. Aforementionedlaw and with the relevant regulation, the conditions, application procedures and penal sanctions for obtaining a green card are regulated.

The green card is requested with the applications to be made to the governorships in the central districts and to the district governorships in the other districts. The green card application, which was planned to expire on 01.10.2010, was extended until 01.01.2012 with the amendment. After this date, the authority on this subject will be used by the Social Security Institution (SGK).

It is necessary to apply to the Green Card offices established at the governor's office or district governor's office by filling in the "Green Card Application and Information Form", which is prepared as an identity card, a certified birth certificate, 2 photographs, a residence document and a hard copy. It is essential that those who request a green card from the same household apply with the same form. In addition, even if one or more of the people living in the same household did not request a Green Card, the entire household is shown on the form.

Conditions for Obtaining a Green Card

The applicant must have no social security, have a monthly income or share of income in the family less than 1/3 of the gross minimum wage, and must be a Turkish citizen residing in Turkey.

Those who need to benefit from health services depending on those who are under any health insurance and those who are under arms cannot get a green card.

Upon application, the provincial or district administrative board may conduct research on the applicant before the population directorate, the registry office or the property directorate, the land registry directorate, and the municipality. If deemed necessary, the police or gendarmerie organization notifies the committee about the social life level and financial and economic situation of the applicant.

Upon the decision of granting a Green Card to the applicants as a result of the examination and research carried out by the Board, by the governorship or district governorship, right Green Cards and Green Card Health Wallets, which are prepared to be used in their applications to health institutions and organizations, are given in return for signature.

Criminal Sanctions

In the event that an overpayment is caused by incorrectly issuing invoices and similar documents showing the cost of treatment services provided to the Green Card holder, the overpaid amount is doubled back from those who issued the document and a criminal prosecution is made.
