All applications for the US Diversity Immigrant Visa Program, also known as the Green Card, between October 3-10 were lost due to a technical malfunction.
Those who applied between these dates were asked to re-apply.
In a message on the US Department of State's website, “Applications submitted between October 3-10 are not valid and have not been included in the system; Therefore, the application will not be counted as a double application.
Normally, an applicant is disqualified when he/she makes a double application to the program.
In the message of the ministry, “The technical problem has been resolved. The new application period will begin at noon US east coast time on Wednesday, October 18, 2017, and will continue until noon US east coast time on Wednesday, November 22, 2017.
The Ministry asked the applicants to "throw" the applications they submitted between 3-10 October by not using the confirmation number or documents.
It is not yet clear whether the Ministry of Foreign Affairs informs the applicants individually.
For non-refugees and those without family or sponsoring employers in the US, a diversity visa is the only way to live in the US.
To participate in the Green Card lottery, it is necessary to have at least a high school or equivalent education, or to have at least two years of work experience in a job that requires certain education, experience or expertise in the last five years.
Diversity visas account for 48,977 out of a total of 531,463 immigrant visas issued by the USA in fiscal year 2015.
The lottery is held one year before the calendar year in which the Green Card will be awarded. In other words, applications for the withdrawal of the quota to be provided in the 2019 fiscal year are made in the last months of 2017. The results are announced in 2018 and the winners receive their visas in the 2019 fiscal year, which covers the period from October 1, 2018 to September 30, 2019, with the completion of their procedures.

Bangladesh, Brazil, Canada, China (including Hong Kong SAR), Colombia, Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, India, Jamaica, Mexico, Nigeria, Pakistan, Philippines, South Korea, United Kingdom (except for Northern Ireland) and its dependent territories and Vietnam.
Persons born in Macau SAR and Taiwan are eligible.
