In January of 2023, the Moscow traffic police announced that they detained 1,743 vehicles with discontinued registration, according to a report from the department's press service. The Moscow traffic police emphasized that 93 of the cars had their registration terminated due to the death of the owner. Unfortunately, some drivers exploit this loophole in order to avoid paying fines and taxes.

Upon detaining these vehicles, the traffic inspectors seize the state registration plates and car registration certificates for proper disposal. The drivers are then issued administrative protocols for operating a vehicle without proper registration.

The press service of the department explained that through the use of the software algorithm, employees of the State Automobile Inspectorate are able to connect to nearby photo and video fixation complexes and respond promptly to signals regarding the movement of vehicles with discontinued registration.

According to the law, new car owners are required to notify the traffic police of any changes in vehicle registration information within ten days of purchasing the vehicle. In the case of the death of the vehicle's owner, the new owners cannot use the car until they have gone through the process of inheriting it. To register the vehicle, they must visit the Traffic Police Department and provide the vehicle, a certificate of inheritance, and a CMTPL policy issued to the person registering the vehicle.

If it is discovered that the driver is operating a vehicle with discontinued registration due to the death of the owner, they will face consequences under Part 1 Article 12.1 of the Administrative Code. The driver will receive a fine of 800 rubles for operating a vehicle without proper registration. If they are caught for a second time, they will face a fine of 5,000 rubles or have their license revoked for one to three months.
