June 26 is celebrated worldwide as the International Day against Drug Abuse and Illicit Trafficking. This date was set by the UN General Assembly in 1988.
In Tatarstan, there is a whole infrastructure for the provision of social and medical assistance to drug addicts, as well as the prevention of this negative phenomenon.
Social rehabilitation centers, social and psychological assistance services have been created. There are public organizations with extensive experience, such as "Choice", "Wind Rose".
According to the press service of the Ministry of Health of the Republic of Tatarstan, today in Tatarstan the increase in the number of drug addicts does not exceed 6% per year, whereas 7-8 years ago this figure was 32 percent.
The experience of Tatarstan in conducting preventive examinations in schools and universities received a positive assessment on the scale of Russia.
Now in Tatarstan, a new targeted program for the prevention of narcotization of the population of the Republic of Tatarstan for 2010-2012 has begun to work. An important step in strengthening anti-drug work was the adoption of the republican law "On Prevention of Drug Addiction and Substance Abuse", which was considered by the State Council in the first reading in April last year.
The republic is purposefully working with drug addicts. To provide medical and psychological support to drug addicts, 13 rehabilitation units have been deployed in the republic. During the past year, 4300 drug addicts underwent inpatient treatment in the drug treatment facilities of Tatarstan.
In the fight against the spread of drugs, one of the main functions - the suppression of offenses in the field of drug trafficking, is carried out by law enforcement agencies. Drug trafficking authorities, the Ministry of Internal Affairs, the FSB, customs and the punishment service are involved in the suppression of drug trafficking. The mechanism of interaction between law enforcement agencies in this direction has been worked out.
A significant place in the anti-drug activity is given to the prevention of drug addiction.
Among the many preventive measures that are carried out in the republic, two projects stand out. The first is Club Life Without Drugs, aimed at organizing events that encourage club owners to prevent the spread and consumption of drugs on their territory. Drug-free clubs will be awarded with insignia - "stars", the number of which depends on the safety level of the entertainment facility. The action already involves 16 night clubs in Kazan, Naberezhnye Chelny and Nizhnekamsk.
The second project - "SaMoS Active Children" is being implemented by the Federal Penitentiary Service of Russia for the Republic of Tatarstan together with the Ministry of Education. It aims to prevent the first test of psychoactive substances by school-age children. 1,5 thousand schoolchildren participate in it. By signing contracts, children are obligated to prevent “bad habits”. For compliance with the terms of the contract, project participants receive membership cards that give the right to receive discounts on goods and services from various organizations.
Prevention programs are being introduced in educational institutions. In organizing this work, volunteer groups and public organizations are actively used. Within the framework of the national program “Safe Reserve - Children of Russia”, the anti-drug preventive program of patriotic education “Aurora” is organized in the republic. The project involves 16 cadet schools in Kazan, Bugulma, Naberezhnye Chelny, Nizhnekamsk and Tetyushi.
To improve the quality of preventive work, the republic annually develops and publishes methodological literature, visual aids in Russian and Tatar languages (in 2008 10 titles were published with a total circulation of over 9 thousand copies).
In total, within the framework of the implementation of the "Republican Targeted Program for the Prevention of Narcotization of the Population in the Republic of Tatarstan", more than 3,500 anti-drug measures of national and regional significance were carried out.
According to the website www.stopnarcotics.ru, as a result of the implementation of anti-drug preventive measures, the coverage of children and youth involved in physical-health, sports and technical sections increased by 10%. The proportion of parents involved in preventive activities in educational institutions increased by 12%. The number of students registered for preventive use for the consumption of narcotic drugs, including schoolchildren, decreased by 9% by 9%.
The number of deaths from drug poisoning has decreased.
On the basis of the Rostock Center in Kazan, a department of psychological and pedagogical rehabilitation and correction of minors who abuse substance abuse has been opened.
