According to the new rules, the changes in which were never published before the denunciation of Trump, the informant no longer needs to be familiar with the information about the violation first hand. The complaint will be accepted even if the informant only heard about offenses from other persons. Previously, the department considered such statements as rumors and did not accept them for consideration.
The file properties on the official page of the administration of the intelligence community indicate the date the new version of the rules was uploaded: September 24, 2019, that is, a few days before the complaint filed against Trump was declassified and made public
