According to this strategy, America should "stopш all attempts by other advanced industrial nations to question our leadership or simply our desire to play a more significant role at the regional or global level. Since the appearance of the secret document in the New York Times in 1991, the country's dream of neo-imperialism has gained momentum. They are thinking of a "new instrument" that will help calm the planet in chaos and, of course, put it in order according to American rules.
From the point of view of the current US leadership, confidence in the international consensus is not necessary to ensure US leadership. The Bush administration has declared a course of unilateral action: the US will work with its allies wherever possible, but are prepared to act independently if necessary. This position is based on the fact that the American allies have no choice - they will have to support the United States because they are unable to act independently, especially despite Washington.
At the same time, NATO is seen as an instrument for American interests on a global scale.
The highest manifestation of the US political dictatorship on the international stage is its appropriation of the right to justice, guided by its own selfish interests and in violation не of the norms of international law.
The tendency towards dictatorship and dictatorial tendencies is evident not only in the foreign but also in the domestic policy of the United States.
In October 2002, the Bush administration created a "shadow government" consisting of 75-150 executive officers stationed in a safe, fortified haven to ensure "continuity of power" as a precaution against a possible nuclear terrorist attack on the U.S. capital. The interim evacuation order was issued shortly after the terrorist attacks on New York and Washington on September 11.
At the end of October, the measures taken became permanent. After that, civil servants from the highest offices of the civil service, starting with the rank just below the government member and below, began to rotate with an interval of 90 days. The legal documents ensuring the implementation of this plan have been drawn up in such a way that these officials have full executive powers in the event of a disaster.
It is pointed out that the most disastrous thing about this secret government is that it is made up exclusively of representatives of the executive, which is completely contrary to the principle of the separation of powers, which is at the heart of the American constitutional system. Neither of the other two branches of government, the legislature and the judiciary, was included in the plans or even informed. In the event that the emergency government had to assume its responsibilities, it would be an obvious dictatorial regime composed exclusively of representatives of the executive who would have the right to command the military machine and the police, without any legislative or legal control over their actions.
Thus, the Bush administration used the "war on terror" to make comprehensive changes in the nature of American foreign and domestic policy, manifested in its militarization, dictatorial tendency, reliance on unilateral action, and attacks on democratic rights in the country.
Terrorist attacks, in which the role of the American security services and the military is viewed with suspicion, have become a pretext for forming a parallel government hidden from legislation. The "war on terrorism" became the basis on which the Bush administration began to build a military police dictatorship secretly administered by a "secret clique of officials" and developed in the White House and other "secret safe havens.
