Insurers have been raising this issue for a long time, and now they have an additional argument. Legislators do not stop thinking about motorists - annual changes in the law on CMTPL become a tradition. Since March 1, car owners, having got into a minor accident, can fill in all the documents themselves and, shaking hands with each other, disperse. And do not wait for hours for the traffic police. However, experts still advise drivers not to rush to use the innovation. "Of course, the Euro protocol will significantly improve the lives of motorists, and that is why it has been developed and points to the European experience. But I would advise the drivers not to rush, first, it should be tested well, rubbed in with respect to our conditions," says the head of the brokerage insurance agency.

Representatives of the insurance companies themselves also call for the old scheme to be used in case of an accident. According to the insurers, the mechanism of calculations has not yet been established and no unified algorithm of damage assessment has been developed. Lawyers also support insurers. They warn about possible difficulties that may arise in case of independent registration of an accident. The insurance company may refuse to pay if the documents are filled in incorrectly, or pay less if the car owner is unable to adequately assess the degree and nature of car damage. In addition, not everyone will be able to use the innovation so far. "Now the new rules can be used by only a few, they apply only to policies purchased from March 1. The chance that both drivers have policies issued in March is low. A little later, I think, without any doubt, it will be possible to draw up an accident on their own, if all the conditions are met. The main thing is that the participants do not have any disagreements," said the chairman of the Motorists' Movement of Russia. He also added that if one of them confesses to guilt and both parties treat what happened equally, one should not wait for traffic police officers at avtoindent.ru. And in case of refusal to pay due to some inaccuracies in the process of registration it is necessary to go to court. "You know, all cases are individual, and now it is difficult to talk about how real it will be to achieve payment in case of refusal. And insurance companies do advise to use the old schemes because a number of processes related to the assessment of damage and interaction between insurance companies and each other are not yet regulated. In addition, a large number of cars are insured under hull insurance, so it is still necessary to call the owners of such cars to the traffic police".

Thus, pragmatic drivers will not experience the new charm of a "Catwoman" on their own, and those who risked exercising their rights will inevitably face difficulties and a high percentage of non-payment. But, according to experts, the introduction of amendments to the law on compulsory motor TPL insurance, which the insurance companies resisted, may become an additional argument in favor of increasing the cost of compulsory insurance policies. It should be reminded that insurers have been lobbying for changes in the calculation of CMTPL policies for a long time. The root cause and reason is the loss ratio in the regions that insurance companies face. Many regional branches of insurance companies, even large ones, incur losses in this type of insurance and pay compensation in amounts exceeding the collection of insurance premiums. According to insurers, the decision to increase the calculated coefficients can be expected in the near future.
