I work as a teacher, so I often visit various educational forums where the problems of our modern education are discussed. I will not write about these problems. I simply noticed the peculiarity of the discussion in such forums: many accuse each other of lies only on the basis that “this is not the case in our school, which means you are lying.”
These people argue their point of view with the fact that education in our country is single, standard, which means that in each school the learning process should be the same. About this "one" I would like to talk.
Probably all of you have heard about the average salary in our country, the inflation rate for the year, average life expectancy, etc.? I think most people do not trust this data for a long time, because they are not blind, not deaf, and they constantly see the discrepancy between these indicators and the reality in which they live. Why then do many still believe in uniform indicators in the field of education?
Each separate school in our country is its own world with its own rules and characteristics.
I will not talk now about the differences between schools in Moscow and other cities, between secondary schools and gymnasiums. I will give some examples of the features of single-level comprehensive schools in one city, which are located in the same area at a distance from each other less than 500 meters.
Let's take an evaluation system first. In one school, five for a quarter is exhibited with a score of more than 4.75. This is spelled out in the local school act. In a neighboring school, five are put at a score of 4.5.
It turns out that if a student moves from one school to another, then with the same knowledge and current grades, he will have “4” in one school and “5” in another.
As for the final certification, then it is even more interesting. In one school, they put final grades solely on the basis of mathematical rounding in favor of the child. Example: in a student’s subject, the first two quarters are “4” and the last two quarters are “3”.
In one school, a ninth-grader will have a “4” in the certificate, and in the other “3”. Can I complain about the last school? Can. But how many such complainers are there? Do all parents and students know how final grades in grades nine and eleven should be set?
What do we have in the end? Children from different schools with the same grades for a quarter receive certificates with different grades. When entering a college, a certificate is taken into account, it turns out that Petya from school A, who studied the same way as Kolya from school B, will be able to go through a competition of certificates in an educational institution. But Kolya will not be able to, because his final grades are lower than Petya’s.
Next, let's talk about the most unpleasant assessment - 2. Many teachers from different cities of Russia complain that they are practically forbidden to put deuces
At school A in our city, it is almost impossible to put a student in a quarter, and even more so in a year, even if the child does not attend school all year. There was a case when a boy did not go to classes at this school for three years, while in the ninth grade he was assigned three in all subjects and was allowed to take exams.
In neighboring school B, they quietly put deuces not only for a quarter, but also for a year. In this school, there are not a few children who are moving from class to class with academic debt, and in the ninth grade they are not allowed to exams, they are left for the second year, and when they turn 18 they leave with a certificate.
Now let's move on to the most burning topic of teachers - salary. All the same schools A and B, which are located in the same city on neighboring streets. Two geography teachers with the same category, the same number of hours and after-hours work receive completely different salaries. The teacher at school A has 18 thousand rubles a month, and the teacher at school B has 42 thousand rubles a month. And such a difference in salary is not only among geography teachers.
I gave just a few examples of how different the rules and conditions are in general education schools in one city (not gymnasiums, they need to be discussed separately). You can bring dozens more - about different textbooks, different principles of summer working out by students, etc., but, I'm afraid, then few people read this article to the end. I think everyone understood the main idea: each school in our country is a separate world.
Why is this happening? In my opinion, there are two main reasons:
1. Democracy of the Russian law on education
It allows each school to establish its own rules, the main thing is that they be spelled out in the local act and charter. The law has provisions:
"1. An educational organization has autonomy, which means independence in the implementation of educational, scientific, administrative, financial and economic activities, the development and adoption of local regulatory acts in accordance with this Federal Law, other regulatory legal acts of the Russian Federation and the charter of an educational organization. 2. Educational organizations are free to determine the content of education, the choice of educational and methodological support, educational technologies for the educational programs they implement. ”
“Federal state educational standards and federal state requirements provide: variability of the content of educational programs of the appropriate level of education, the possibility of forming educational programs of various levels of complexity and focus, taking into account the educational needs and abilities of students.”
If you read the law in more detail, you will find that the word "allowed" occurs at every step. This means that, if allowed, then you can do it, but you can not do it.
It turns out that each school can legally establish its own rules. Of course, there are general provisions that all schools must comply with, but there are a lot of varied provisions, which gives great freedom to every school in our country.
2. A lot depends on the administration of the school
Someone comes to the local department of education, opening the door with their feet, because they have connections, relatives in the system who give the principal absolute freedom in their school, and someone cannot even say a word to higher authorities and various checks, fearing for their a place. And the financing of the school also largely depends on the director. A punchy or soft director, with or without connections, tyranny or adequate - largely depends on what the school will be and no matter what city it is in.
Of course, you can find other reasons why we do not have a single education, but there are separate schools with their own rules, but the reasons listed above seem to me to be basic. You may not agree with me. It is very interesting to listen to your opinion: the main thing is that it be reasoned.
