The Information Security Working Group of the Digital Economy Program has developed a presentation, according to which software developers ask for government support in the amount of over 70 billion rubles. According to them, assistance is required for import substitution of foreign software in state structures.
The program provides for 5 billion rubles for these purposes, as reported by "Vedomosti". The working group has identified a number of software classes for which additional support is required. First of all, these are operating systems, office applications, search engines, browsers and communication software. In addition, Database Management Systems (DBMS), enterprise management systems and others. For each of the classes, there are examples of companies that produce such software, as well as the tools that may be needed.
Not everything is known about the method of identification of companies that will be provided with state support - the nuances of allocation of funds are still being clarified.
According to market participants, not all producers who request support will receive the money. Most likely, support will be provided to 2-3 companies in each class. The developers' consolidated proposals need to be improved and agreed upon.
Most of all, operating systems developers ask for it. According to them, the period from 2019 to 2024 requires 25.5 billion rubles.
The presentation includes such operating systems as Astra Linux (with the same name OS), Basalt SPO (Alt), Scientific and Technical Center of IT Rosa (Rosa Linux), Resoft (Red OS), Cryptosoft (QP OC), Rostelecom (Aurora), Kaspersky Lab (Kaspersky OS). The developers propose to use state funds for product development, financing of purchases of Russian OS licenses by state bodies and state companies, migration works and OS maintenance with user training. By 2024, it is proposed to transfer 5 million jobs to domestic operating systems.
The developers hope to provide their products for export as well, for the total amount of about 1 billion rubles. The developers ask about 1.5 billion rubles for office applications, including search engines, browsers and communication software for 3 years. First of all, these are subsidies, plus the creation of a system for ensuring users' risks in the implementation of domestic software, plus other goals.
According to the presentation, the DBMS requires 1.8 billion rubles until 2022. These are, first of all, subsidies, compensation of state companies' expenses for Russian software and personnel training. If you add up all the requests for different classes of software, you get about 70 billion rubles.
According to Natalia Kasperskaya, the budget provides for 5 billion rubles, but the developers asked for much more.
The working group for each class appointed a responsible person, who prepared the corresponding substantiation. But these financial and economic substantiations were recognized as insufficient, and they were returned to the authors for revision. The main decision on financing will be made by the Presidium of the Commission on Digital Economy, including loans, grants, tax benefits and other forms of support.
According to Nikolay Zubarev, director of the "Information Security" department of the "Digital Economy" organization, there are no plans to change the general support group provided by the federal project. The companies that requested more money for support than it is provided for in the federal budget have received recommendations to reduce the number of projects.
